Maritime Security Coordination Seminar Held at HXZA Head Office for China Shipowner's Association on Jan. 6th, 2020. Mr. Zhangshouguo [Executive vice president of China Shipowner's Association], Mr. Zhaoqingfeng [Director of Internal Shipping department/office director of the Association], Mr. Chenwangquan[Deputy Secretary general of the Maritime Security Committee of China Shipowner's Association], Mr. Lv Shili [Deputy director of the China Maritime Search and Rescue Center], Mr. Chen Xuejian [Deputy secretary general of Marine Fishery Association, Ministry of Agriculture], Mr. Du Zhongping [President of Longchuan (Beijing) Technology Co., LTD], Mr. Yin Weihong [Chairman of HXZA & Deputy Director of Maritime Security Committee in China Shipowners Association] and others were present at the meeting.

 

 

 

 

Participants participated in deep discussions on the future direction of the Maritime Security Committee. The seminar clarified the direction and division of work of the Committee and its members. Through this seminar, all responsible units agreed to make full use of their strengths and avoid duplication of efforts, cooperate fully, and devote themselves wholeheartedly to the tasks of 2020 with full enthusiasm.

 

Maritime Security Committee of The Chinese Shipowners Association

 

The purpose of the Maritime Security Committee of the Chinese Shipowners Association:

  

In accordance with relevant laws,/regulations and policies, the Committee is to monitor maritime security issues involving members of the shipowners association, play the role of a bridge between the government and enterprises, promote the smooth development of maritime security and the continuous improvement of maritime security systems, be proactive in the national One Belt And One Road initiative, and create a secure environment for the country to realize the 21st century Maritime Silk Road.

  

The establishment of the Maritime Security Committee of the Chinese Shipowners Association:

  

On May 30, 2018, Mr. Xu Lirong (President of China Shipowners Association) presided over the third President's Office meeting of the sixth China Shipowners Association, and approved the establishment of the Maritime Security Committee.

  

On January 28, 2019, the Chinese Shipowners Association invited China Ocean Shipping Group Co. Ltd (COSCO) to facilitate the establishment of the Maritime Security Committee of the Chinese Shipowners Association.

  

On February 12, 2019, COSCO Marine Special Transport Co. Ltd was assigned by COSCO Shipping Group to take charge of the work, and by February 21, the preparatory work was officially launched with HXZA, as a core member, actively participating in the start-up work.

 

  

Duties of the Maritime Security Committee of the Chinese Shipowners Association:

  

Guide our members to abide by international conventions and national laws and regulations, implement the policies and guidelines of competent government departments, establish a maritime security management mechanism, and promote the development of a maritime security system that is standardized and orderly.

  

Organize member units to monitor and study the maritime security situation of international conventions, evaluate and define maritime security risks, prepare research reports or risk aversion proposals, and submit them to China Shipowners association, government management departments and member units.

  

To participate in the formulation and revision of maritime security norms of countries and competent government departments under international conventions on maritime security, and to put forward reasonable proposals or suggestions to relevant departments or shipping enterprises on maritime security risks and avoidance measures.

  

To explore and study the common problems and common concerns of the maritime security system of the member units, collect and listen to the reasonable appeals and voices of the member units, timely report to the government management departments and relevant organizations of the China Shipowners Association, and protect the legitimate interests of the member units.

  

Serve as an integrator in the establishment of maritime security professional exchange platforms, organizing regular professional knowledge sharing events, lectures, training, consulting, and academic exchanges. Promote information-flow between member units and government authorities and other shipping companies to exchange and share security information. To play an active role in promoting the smooth development of China's maritime security infrastructure.
